Certification and Special Approvals for IFM Purchase Requisitions (NASA Form 1707)

A completed NF 1707, Certification and Special Approvals for IFM Purchase Requisitions, is required for each new requirement. The NF 1707 is not required for requisitions for incremental funding and exercise of options. The NF 1707 contains the following certifications: (1) NPG 7120.5 Compliance; (2) Electronic Information Technology Accessibility (Section 508) Compliance; (3) Affirmative Procurement for Environmentally Preferable Products; and (4) other required special approvals based on the nature of the item/service being acquired. One or more of these certifications may apply to each new requirement. For grant and cooperative agreement awards, complete only the NPG 7120.5 certification section. If the form is attached to the requisition within SAP, the attachment in SAP must reflect the name of the approver and the date approved. Any additional determination required for Section 508 Compliance, Affirmative Procurement waivers or other special approvals not obtained through the established SAP release strategy, must be provided in hardcopy. When the form is not included as an attachment in SAP, the hardcopy of the form must include the name and signature of the approving official and the date signed along with any other required determinations. This form is also available on the OLQR under Purchasing Job Aids/Requisitions.

Electronic and Information Technology (EIT) means any equipment, or interconnected system(s) or subsystem(s) of equipment, that is used in the creation, conversion, or duplication of data or information; or used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the agency. EIT also includes, but is not limited to, telecommunication products (such as telephones), information kiosks and transaction machines, worldwide websites, multimedia, and office equipment (such as copiers and fax machines). It includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources. The term does not include any equipment that contains imbedded information technology that is used as an integral part of the product, but the principal function of which is not the acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. For example, HVAC (heating, ventilation, and air conditioning) equipment such as thermostats or temperature control devices, and medical equipment where information technology is integral to its operation, are not information technology. The term excludes any EIT acquired by a contractor incidental to a contract, or which is neither used nor accessed by Federal employees, or members of the public. Contractor employees in their professional capacity and all personnel related to the contract are not considered members of the public
