Background


The National Aeronautics and Space Administration (NASA) prepared a Final Environmental Assessment (EA) and issued a Finding of No Significant Impact (FONSI) in August 2009 which evaluated and addressed the potential environmental consequences of NASA and Mid-Atlantic Regional Spaceport (MARS) upgrading facilities to support medium large class suborbital and orbital expendable launch vehicle (ELV) launch activities from WFF. This Draft Supplemental Environmental Assessment (Draft SEA) has been prepared for NASA's proposal to restore the Antares launch capability at Wallops Flight Facility (WFF), Accomack County, Virginia. The Draft SEA evaluates the environmental consequences of NASA's authorizing the Virginia Commercial Space Flight Authority and Orbital ATK to process, static test fire, and launch an upgraded configuration (i.e., the "200" Configuration) of the Antares Expendable Launch Vehicle (ELV) from MARS Pad 0-A on south Wallops Island.
